On some timeouts CI doesn't upload any artifacts #254

E.g. in freeipa/freeipa#2876

PR-CI reports:

fedora-29/test_replication_layouts_TestCompleteTopologyWithCARunPytest timed out after 7200s
fedora-29/test_webui_policyRunWebuiTests timed out after 3600s

There is no link to artifacts (assuming they were not uploaded). It doesn't mention a runner where it happened so it is not possible to investigate.

Expected behavior:

artifacts (at least runner.log) will be uploaded even on timeout
runner name mentioned in error message if not in uploaded artifacts
