Creating a new issue for a bug report

Did as described here.
Command "docker-compose up" fails.

Trigger Happy - v.1.7.0
Docker Toolbox - v.19.03.1
Windows 8.1x64

i have not windows at all at home. cant test or fix anything related to docker for windows
