internal bug id: 0723999

Timeout is observed after deploying a stack of 4 PAYG VMs.

this bug was observed with version 3.3.0 but we don't think 3.3.0 is the root cause.

Here is the capture from the debug:

`

Cloudinit curl header: Fos-instance-id: ******************************************
Cloudinit trying to get config script from: https://test70gwly7xkefuncapp.azurewebsites.net/api/fgt-as-handler?code=******************************************************************==
curl response err, 500

<title>500 - The request timed out.</title>

500 - The request timed out.

The web server failed to respond within the specified time. Cloudinit download config script successfully Azure customdata processed successfully Run config script Finish running script test70payg000001 $ <title>500 - The request timed out.</title>

500 - The request timed out.

The web server failed to respond within the specified time.config sys interface`

This issue can be reproduced near the time the deployment has just finished. Hardly reproducible in a later time during the last few test deployments.

this issue needs a deeper investigation.
