I tested with the Print SCU code of fo-dicom-samples.
The response to N-CREATE of filmSession is successful.
However, the response to N-CREATE of filmBox is failed.
If anyone has solved this issue, please comment.

No response from handler(filmBoxRequest.OnResponseReceived).

Could this be an issue with the SOPInstanceUID that is supplied when requesting?
