Describe the Bug
A clear and concise description of what the bug is.
While testing #10293, we noticed that the paginator isn't working correctly when viewing the Custom Case Report on a mobile device. (Android - Google Pixel 8 and iOS iphone 13). Page 1 of the paginator is the only page displayed. There is no Next or Previous, so the user is stuck on page 1 with no way to navigate through the pages. See Screen grabs below.
We believe that the only place this is occurring is on the Custom Case Report. We think that the other reports are at least showing the other pages and the mobile user is able to click on the pages to view other pages (they don't see a next/previous link either, but they can click on other squares to get to the other pages.

Steps to reproduce the behavior:
Log in as a court user on a mobile device
Click on Reports and select Custom Case Report
Leave the defaults and click Run Report
Notice that you only have the first page available for viewing, with no way to paginate

Users should be able to either 1) see additional pages, or 2) see the next/previous buttons so that they can page through the results
Actual Behavior
A clear and concise description of what actually happened.
