As a non-logged in public user, so that pages are accessible, I need page titles to be in correctly ordered.

Description

On public pages, there are two H1 headers. There should only be one H1 for correct structure and to comply with accessible standards. This is a follow up from work done in 10460.

Acceptance Criteria

  • On public pages (log in, create account, forgot password, others?), remove H1 from "Welcome to DAWSON" and make it a div
  • Reduce font size of welcome text to 26px
  • Determine if user documentation needs to be updated (Tenille): Y / N
