Right now, the limit is automatically done based on the amount of emails to be sent and the time left to the end of the campaign.

this works great but for two cases:

some campaigns want to send as fast as possible instead of spreading
some campaigns have mistakes setting the end date and ends up sending too many in a short time

this one needs to be fleshed out too at a meeting
