Current Vietnamese translation is out of date

🐞 Problem
I noticed that the translation for the main tutorial in Vietnamese, translations/README.vn.md, is outdated with some missing contents. I would like to contribute by updating those contents.

🎯 Goal
The Vietnamese translation page is up-to-date with the main tutorial page. This would help people whose primary language is Vietnamese but who may struggle with English. Accessible documents would empower them to take their first steps into an open-source contribution

Allow developers whose primary language is Vietnamese to contribute their skills to these documents.
