[Dev UI] [Evals] Make comparison view the default eval detail

When in any eval run detail page, you should have an option to enter comparison mode.

When you add a comparison, the title of the first eval run should change from "Evaluation run" to "Baseline"

We should add the version tag to all eval run tables.

@hritan, to clarify we need not support comparison for arbitrary eval runs (for now).

We need to support the ability to go to comparison view for dataset eval runs regardless of how the user reached it (i.e. via the all eval runs table or via the dataset eval runs table).

I don't remember if we are redirecting the user to the dataset specific route if the run has dataset metadata. If not, we should do that to make the experience consistent.
