[TB] Implement shade editing dialog for building themes

Problem/Concern

This issue is to implement the new Shade Editing dialog component from the epic #820. This work will require a mechanism for determining whether the settings that the user selects are WCAG compliant which probably doesn't yet exist in the SDK. We'll have to see if we need to generalize that functionality for other atomic elements.
