1. turn the program information doc, https://tan-pantydraco-e40.notion.site/Saturn-Program-Information-2d820a4aacca4378ba503de30198b3c8, into a new html page at /programInfo that's styled in the same css styles as the rest of the site. same font, same colors, same spacing, etc

2. keep the html page as simple as possible so its as easy as possible to make copy edits to the text in the future

3. update the Additional Program Information link in the footer to point to this new /programInfo page

this could kill two birds with one stone:

1. easier to edit the text in the future; just do it in notion
2. faster to implement (hopefully) than converting to a separate notion page
