In order to more robustly test and tweak the governance tooling process, we would like to be able to configure the power vote percentages. The current system defaults to 25% token holders, 25% SPs, 25% Clients, 25% developers, but for some votes we may want to do 100% token holders, 0% SPs, 0% clients, and 0% developers.
