Create some filters in sector page in UI

User should be able to filter using the minerID. We should probably also, pass this choice to the Golang side to reduce the amount of work done in background. The choice should be saved in a cookie so it can last across refresh. It should probably be a drop down along with a default option for all minerIDs.
