in coefficients, bcg coverage is .9 but bcg-syg is .87 - why? #29

The coverage rate in there is coming from the national dashboard ("Monthly" sheet) but the coverage for bcg-syg is actually never used, since the allocation from bcg-syg is calculated as the allocation of bcg (https://github.com/fielded/angular-nav-thresholds/blob/master/src/weekly-levels-calculator.js#L14)
