Store outputs to DB via FIA-API

Description of the issue

Store the status,output,etc of jobs via the fia api

FIA-API may need new endpoints, and schema update for job type

This will require the new fast_start job type and will require this migration.

How:

The user -> FIA-API (db update) -> Fia-api (job start) -> llsp-api -> on _ complete -> llsp-api -> fia-api (db update)
