테스트해보니 $wgUseFileCache = true;일 때만 그런 것 같으며, 미디어위키:Sitenotice와 미디어위키:AnonNotice에서 증상이 동일해 보입니다

https://phabricator.wikimedia.org/T119366이나 https://phabricator.wikimedia.org/T13358 읽어봤는데 뭐 어떻게 해야 맞는지 잘 모르겠습니다. 그냥 캐시가 고쳐질 때까지 마냥 기다리면 되는 걸까요? 일단 서버에서 php maintenance/<script>.php 같은 걸 실행하는 방법은 피하고 싶습니다.

2021년 10월에 설치한 DismissableSiteNotice의 사이드 이펙트로 혹시 비슷한 게 있나 확인할 필요가 있습니다.
