The read_worksheet_dimension function reads the dimension tag from the worksheet XML file. This tag is optional (see section 18.3.1.35 - dimension, from the specs). It is not guaranteed that the software writing the workbook fills this attribute, and it may also fill it incorrectly.
In the case of the attached file, the tag reads:
<dimensionref="A1"/>
Hence the result 1x1, as far as I could check your issue.
In this Excel file from https://journals.plos.org/ploscompbiol/article?id=10.1371/journal.pcbi.1005697#sec020, all sheets are shown as 1x1, even though they are 17x16:
