Chris, thank you very much for your help. As discussed, below is a recommendation for the RankIt people (CCed above).

From how I understand this, as the person conducting the poll, I need to be the one who puts in all the choices or candidates. I wish there was a way I could start a poll and send it out to people and I could say how many candidates they can each nominate? For example, say there is a family of six total, and they each can nominate four movies to watch on a particular night. I set up a poll, put in my four movies, send it to the other five and when all of the other five have put in their four movies each, when the last one does, then an automatic email goes out to all of us and we can rank the twenty four movies. That would be a ton easier for me to organize.

Currently, anybody who has the link can participate, in this case it would have to be a set group of people, maybe via a way that you put their emails in the webapp and an automatic email is sent to each of them, they can individually set a password but it would have to be with that email.

I'd appreciate a chance to discuss this with somebody, maybe a product manager or product owner there if possible.
