chinese char is messy code

chinese char is messy code when I call python function from node and pass some chinese char as arguments.

computer A works fine, but computer B bad.

computer A uses 'utf-8' for encode and decode in python side, but computer B uses 'gbk' for encode and decode in python side, the encode and decode way depends on System way.

how to resolve this? looking help.
