Batch governance changes and present to CPC

Tracking issue for the approach we hashed out to bring a single set of governance changes to CPC for approval.

The plan is landing the requested changes we have to governance-updates branch

So far we have

• docs: update GOVERNANCE.md to clarify repo captain permissions #363
• clarify nomination process for Technical Committee members #375
