When some users try to type a university name for the first time, no university names display below; but reloading the page makes it work

Some users have reported that when they tried to type a university name after they logged into the app for the first time, no university names were listed below. But if you refresh the page, the universities would then be available. Any theories why?

I think we gotta ditch appfog. This is a problem related to appfog where occasionally it shows up with a 503 unavailable error. I've been having the same problem with my independent study and maxing the RAM on the instance apparently doesn't solve it.
