We'd like to allow users to configure default data planes for different prefixes.
One thought would be to add a default_data_plane column onto the storage_mappings table (and possibly rename that table to something like prefix_configs?). It seems to make sense for the storage mapping and the default data plane to both be associated with the same prefix, so that users can't create invalid prefix configurations.
