Stop autorefresh webconsole pages when not necessary

To avoid unnecessary load of Radix and Kubernetes API, console pages can stop regularly pulling/refreshing after some period (e.g. 1 hour), with possibility to start auto-refresh again for next period.

DoD

1. Console pages like main, environment list, environment, etc. stop pulling data for refreshing after a defined period (e.g. 1 hour)
2. When autorefresh stopped - there shown the transporant with a button "Refresh" (maybe with description text)
3. When the button "Refresh" is hit, autorefresh starts for another period
4. Stop autorefresh of pages for pipeline jobs, subpipeline, replicas, scheduled jobs and batches, when the subject is completed.
