PQIR Update

Describe the bug
When multiple cards share the same PQIR, updating the PQIR will cause the other cards with that PQIR to be removed. I am not sure if this is suppose to happen? @jsundarn

It is the same for all environments

To Reproduce
Steps to reproduce the behavior:

1. Add the same PQIR to multiple card
2. Click on one of the cards that has the PQIR
3. Update the PQIR
