Feat: Organize all labels into groups (BE)

PO: The purpose of labels is to group several processes, e.g. to the Gullfaks asset, to make it easier to find and/or follow-up. Labels can be used to filter processes from the landing page (by clicking "Filter by label" or selecting a label).

Existing labels are:

• Organisation at L1-level (e.g. EPN, MMP, TDI)
• Functional areas (e.g. Subsurface, Finance and Control, Supply Chain Management)
• Installation names (e.g. Peregrino, Oseberg, Snøhvit)

Current list of labels looks like this:

It would be nice to have all labels organized somehow

1. On what basis they are categorizing the labels ?
2. Are the new values dynamic or static ?
3. There are no save API's for labels so I am assuming currently the label values have been manually inserted.

1. Is the new list of category dynamic or static. If dynamic then do we need to implement a new screen to save category.
2. If a user adds a new label then which category it will belong to.
3. Only super user has the right to add the labels. So will it be manually inserted or will it created from the screen.

1. At this stage we are only making minor revisions to existing labels (which I have sent previously in 2025). The change relates to how the list of existing labels is presented to users (alphabetically within each of the 3 categories).

• If a label is in use and it changes, we need to update the used label for those processes
  2 & 3. Users are not allowed to add more labels at this stage

We need to come back to issue regarding super users being able to add more labels. I was unaware of this. Who is a super user? (Saumya does not have super user privileges)
