[Manage attachments] Incorrect vertical scroll appears if there are folders only (no any files in the root)

What happened?

1. Open Manage attachments from the 'Conversation list' panel (corresponding button at the bottom)
2. Create a folder with nested folders; upload inside files (necessary amount)
3. Expand the folders and note that the scroll appears inside the folder -> bug Please see the screenshots

Note: the issue is reproduced in 'Organization' and in 'All files' sections. Not reproduces in 'Shared with me' section as it's impossible to create a folder there

Note: Correct scroll if there files in root only or folders + files in root.

Expected result: only one vertical scroll in the pop-up, which combines all the sections is expected. There should not be scroll inside one section or folder
