Huge almost empty file generated

My translationfiles have around 3000 Lines

When I take a look into the static translation files I see A LOT of empty keys:

I have around 95 lines of translations but the file has 3022 lines in total with mostly empty keys:

What is that? Can I safely delete it?

Steps to reproduce

1. Add translations via the controlpanel
2. View the file in some IDE
