With latest org-mode 9.7.*, type (anywhere in the buffer, not only in a org-babel block) M-x and you get the following:
⛔ Warning (org-element): ‘org-element-at-point’ cannot be used in non-Org buffer #<buffer temp> (fundamental-mode)
if jupyter-org-interaction-mode is turned off then the above goes away (but then completions don't work any longer)...
