Cannot focus all widgets using keyboard

What Happened

I can't seem to do it no matter what, I can only do the search bar

Expected Behavior

I am able to navigate buttons via a keyboard

Steps to Reproduce

1. Open Files
2. Click the main view
3. Try shift+tab to select either the sidebar or the headerbar

You can switch focus between the view and sidebar with <Control><LeftArrow> & <Control><RightArrow> but only the bookmarks are focused - since the sidebar rewrite the focus does not shift to the Device and Network lists, which is an oversight I guess.

I think all the functionality of the header can be accessed with shortcuts, I think, so it should not need to get keyboard focus.

Admittedly, keyboard only operation doesn't get a lot of attention ...

In OS8 <Shift><Tab> does cycle through some headerbar and sidebar buttons but not all.
