Update supported Operating Systems by APM Server

Aligning with Elastic Agent on

• removing support for RHEL7 and Debian 10 (https://github.com/elastic/ingest-dev/issues/3606)
• adding support for Windows Server 2025

@mlunadia for profiling we would like to include Debian 12 and RHEL 9.
Is Agent going to do the same? Should APM server do it?

@inge4pres For profiling I think is @teknogeek0 's call.

I've learnt there isn't an aligned support policy for our stack so we will need to speak with support to understand what works best and revisit this.

@raultorrecilla, @simitt - As the Elastic Agent already supports Windows Server 2025 since 8.17, we should also support this OS version in the APM server in 8.19/9.1. Thanks

@simitt - Yes, we can remove support for RHEL7 and Deb10 in 9.x, per the guidance of the platform team.
