I would suggest to move ci-release to the latest lts node, so it will automatically update going forward in step with the semantic release package.

As for the testsuite i would suggest to create a matrix of both the earliest lts (14) and the most recent node versions, so we get a heads up when stuff breaks.

while we're at it let's include a dependabot.yml to switch to the new system, and to receive update alerts for our github action components.
