Improve Release

Summary

Currently everything is inside of a giant monolith repo. Ideally to make changes to the core there need to be some separation of concerns.

For example the Operator Generators (operator-codegen and operator-crdgen) could be published as a binary and used by the consumers to generate the other rust and crds resources.

Maybe it's still too early to do this change, so I might just postpone it until this project is mature enough.
