With the merging of PR #240, there is no need to deliver the TCK in multiple archives to (presumably) facilitate per-signal setup. To make the TCK simpler to set up and ran, the three archives should be combined into one, leaving the simple use case as the default and easiest to implement. Should some implementation need signal-specific configuration, that can be configured as it currently is (e.g., multiple surefire executions), though, obviously, modified to use the single, unified test archive.
