Tycho extras buildtimestamp jgit jar not found on maven

We are trying to build using tycho 3.0.4 but getting the following error on maven

Execution default-build-qualifier of goal org.eclipse.tycho:tycho-packaging-plugin:3.0.4:build-qualifier failed: Plugin org.eclipse.tycho:tycho-packaging-plugin:3.0.4 or one of its dependencies could not be resolved: The following artifacts could not be resolved: org.eclipse.tycho.extras:tycho-buildtimestamp-jgit:jar:3.0.4 (absent): org.eclipse.tycho.extras:tycho-buildtimestamp-jgit:jar:3.0.4 was not found in https://repo.maven.apache.org/maven2 during a previous attempt. This failure was cached in the local repository and resolution is not reattempted until the update interval of central has elapsed or updates are forced ->

When I tried going manually to maven and see seems like there is no version for the 3.0.4 extras there

I still haven't managed to get this to work. What URL do I add <!-- HERE -->:
