🏛️ Moving programs that have been archived to a separate folder (#173)
This ensures that the federated scripts (using e-mission/e-mission-server@1c16800, similar to e-mission/e-mission-server#1009) don't try to work against databases that have already been archived. @JGreenlee, can you verify that I have: - moved all the programs that have been archived - not moved the programs that are still active
