Move all resources into a common repository (-> dukecon_resources), i.e.,

conference configurations (conference-XXX.yml)
static conference resources (Images, Icons, ...)
conference data from historic conferences (speakers, talks, ...)

Make resources available as Docker image and mount it to consuming services.
