Ability to add one or multiple timers, e.g. create a CTF then set a timer for when the CTF starts. This could be automatic or manual.

Suggestion commands:
!timer 1 hour
!timer 18:00 CEST
!timer 18:00 CEST Saturday
!timer 18:00 CEST tomorrow
!timer 18:00 CEST 31.05
!timer 18:00 CEST 31.05.2021
