nl_nl is the only language set which uses "Vlaanderen" to designate belgium (nl), please align with the nl_be dataset and use

The alternative would be to actually switch to regions, however this would mean adding following entries to all languages (en_US given as example)
Belgium (nl) => Flanders Belgium (nl) =>Brussels (NL) Belgium (fr) => Brussels (FR) Belgium (fr) => Wallonia
