Some stateCodes are wrong in cities.json

I selected Bicol Region of Philippines, the stateCode of the region is "05" but City.getCitiesOfState returns empty array as the cities of this region has "ALB" as their stateCode.

@abdullahjavaid86 Thanks for putting this up. Actually, I want to remove the regions at all from the Philippines and distribute the cities attached to regions among the provinces.

ALB is correctly assigned to a province named "Albay" which comes under Region "Bicol" (05).

PH-05 has many provinces inside it and you will be able to find cities within those provinces.
