[release pipeline] Incorrect artifacts tarball version used in release PR for 9.0 GA

The release pipeline uploads the artifacts tarball with the correct name but the release PR that gets generated which references that tarball name doesn't use the correct version. It generates 9.0.100 when it should be using 9.0.100-rtm.24529.1. This causes a 404 error when running the prep scripts. See dotnet/sdk#44820.
