Warn users when tool is deprecated

We are deprecating the .NET Interactive global tool on April 24th. If users try to install the tool after our deprecation date, there is no warning whatsoever from the CLI that this tool is deprecated/not supported etc.

Describe the solution you'd like

I'd like for users to be notified that the global tool they're trying to install has been deprecated and is no longer supported.

We'll probably just want to layer this on top of NuGet's existing deprecation metadata, which we can access as part of their public NuGet.Protocol types, and start sending signals whenever users install, update, search, or list deprecated tool packages.
