The NuGet package contains documentation/Analyzer Configuration.md which is not relevant for the ResxSourceGenerator.
It also contains the editorconfigs and rulesets that are meant for the NetAnalyzers package.

The props\targets in buildTransitive also appear to include irrelevant code.
