The pipeline references a Debian 11 image that is EOL (see dotnet/core#9625):

diagnostics/eng/pipelines/pipeline-resources.yml

Line 71 in d1d00bb

image: mcr.microsoft.com/dotnet-buildtools/prereqs:debian-11-amd64

This should be migrated to a supported version.

What image do I replace it with? debian-12-amd64? Does it have lldb installed?

I guess it doesn't exist yet. That will be addressed by dotnet/dotnet-buildtools-prereqs-docker#1276.
