1.doble-click aspnetcore-runtime-10.0.0-rc.2.25474.116-win-x64(exe)
2.check installer UI displaying

Expected Result

Actual Result
strings display incorrectly and some strings are Unlocalized

@wtgodbe likely needs a loc flow (assuming your wxl files are even covered by the loc process)

I checked in a loc update to rc2 yesterday that gets us 99% of the way there. The rest will probably have to wait for GA

Tried it with aspnetcore-runtime-10.0.0-rc.2.25501.104-win-x86, only the black color text is fixed, hyperlink is still not localized.

@wtgodbe I try to verify this bug on the latest 10.0 rtm based on the (PR #63908), but this issue still repro and changed as below. Could you help to take a look?

Verify this bug on the latest aspnetcore-runtime-10.0.0-win-x64 , it works well.
