[Development] Restore.cmd tries to install SDK version '10.0.100' when SDK `10.0.101` is installed

Version Used:
Cloned from main, commit 85d6c4a195548df72847cbbf7465f0c76d795e2b

Steps to Reproduce:

1. Clone repo
2. Download and install SDK 10.0.101 ( Latest )
3. Make sure 10.0.100 is not also installed
4. Run Restore.cmd

The script tries to download and install SDK 10.0.100, but installed 10.0.101 should be compatible. Likewise, running Test.cmd gives a missing SDK warning.

Workaround
Locally update global.json to 10.0.101

I don't think we control this, the script calls into eng/arcade/common scripts/utils AFAIK. Moving to arcade repo.

I want to say you can set useInstalledDotNetCli=true (powershell/bash var) to avoid the downlaod.

useInstalledDotNetCli/use_installed_dotnet_cli will force exact version and it defaults to true:

I don't think there's support for this currently.
