I struggled a bit using the site settings on an Multi language site.
After while I realized the PB doesn't behave the way you (or I) would expect.
If I open the Site Settings from an nl-NL page, the Site settings does not show the setting for that language.
Also none of the flag is selected in the PB.
In the example below nl-NL is the default language, and I'm on an en-US page.
As soon as I open Site Settings, the PB is in English, but I'm editing the nl-NL site settings here.
That's very confusing (took me while before I noticed because I for now only tried setting the Logo)
Description of solution
Make sure the flag in the PB is selected as it is when you click one of the flags.
Select the current Language in the Site Settings by default as that's what one would expect (Pages work that way too)
