[Bug]: DNN 10 Theme > Module Settings > Permissions - Add button and scrollbar issues

What happened?

Within module settings Permissions tab, there seems to be some styling issues with the Add button and div scrollbar.

Steps to reproduce?

1. Go to module settings.
2. Go Permissions tab.
3. See Add button issue.
4. See issue with div scroll (I think)

Current Behavior

See What happened? section.

Expected Behavior

• The Add button should be better positioned.
• I don't think the div should be scrollable, but I need to compare this with an older DNN instance to see what the current functionality is and go from there.
