In the ccpa-opt-out.md file, I wonder if “to whom it may concern” provides a strong enough link to the legal party owing the obligations to the consumer? Is it realistic to insert the legal entity name as a variable here?

It would certainly be possible, we can substitute in anything and we have company names for everyone we will be sending to.
