When people use emacs on systems that do not have keyring configured and they try to use easypg with it they often come into #emacs and complain it's broken. This is common for mac users and users of arch who might not decide to install keyring software without being prodded.
I think that there may be a way to handle this without the need for an external keyring dependency so if a minimal system has no keyring set up you can still use easypg. I think it would be a good thing to add.
