Some docs for the contributors would be cool.

Overview - This project is a web app that allows people to upload, view, find...

We need contributors with the following skills:
Django,
CSS / HTML
JS
Python
... [what else]

Just thinking it would be nice to have a nice goal / vision statement so we can not only solve the existing problems but use our brains to figure out how enhance it.
